The third advisory board meeting – V-ITTC – Vietnam international technology transfer center

On April 19, 2022, the Vietnam International Technology Transfer Center (V-ITTC), Hanoi Medical University held the 3rd Advisory Board meeting, both online and in-person. Aiming to share the results achieved by V-ITTC in the period between September 2021 and April 4, 2022, and the work plan for future activities of V-ITTC based on the changes of the new Law on Drug Prevention and Control of 2021.

The meeting was joined by nearly 40 deputies from the Department of Science, Education, Culture and Social Affairs – Government office, Department of HIV/AIDS Prevention and Control – Ministry of Health, University of Medicine and Pharmacy at Ho Chi Minh city, Centers for Disease Control and Prevention of Hanoi, the US Department of Foreign Affairs in Vietnam, and some domestic and international NGOs such as INL, Colombo Plan, CDC, UNODC, VUSTA…

Speaking at the meeting, Mr. Nguyen Cuu Duc – Deputy Director of the Department of Science, Culture and Social Affairs – Government Office presented the basic contents of the new Law on Drug Prevention and Control of 2021. Moreover, the participants had a chance to discuss some of the new changes in the Law and recommendations on the orientation of V-ITTC based on them. Hence, V-ITTC is recommended to (1) strengthen the training on drug addiction treatment and management for trainees to communicate, work with, and help people understand properly the changes in policy regarding the management of illicit drug users, treatment of drug use disorders, and post-treatment management, (2) provide professional training for the medical staff, social workers, and civil servants engaged in managing illicit drug users and providing treatment of drug use disorders post-treatment management, (3) participate in training and organizing professional training on assessing drug addiction status in accordance with the Law, and (4) continue to research international evidence-based models for training for staff working in the drug addiction treatment field in Vietnam and provide recommendations for the policy-making process in accordance with the new Law on Drug Prevention and Control of 2021.

Assoc. Prof. Le Minh Giang – V-ITTC Project Coordinator shared some achievements of V-ITTC in the period of 2021 – 2022 and the work plan for the period of 2022 – 2023 and emphasized the goals of developing a high-quality human workforce and designing models of integrated services to meet the needs of people having substance use disorders.

The Third Advisory Board Meeting was successfully held and received recommendations from the deputies collaborating with V-ITTC in the upcoming activities. Also, the meeting played a role as a bridge to connect representatives from the Ministry of Justice, the Ministry of Labor – Invalids and Social Affairs, the Ministry of Health, and many international organizations to develop future plans based on the changes in the new Law on Drug Prevention and Control of 2021.
