Training on “Motivational Interviewing” for officers at district-level consulting points in Hanoi

In order to enhance the efficiency of the points of Social and Legal Assistance, Consultation, and Referral Services for People Who Use Drugs (PWUD) (hereinafter referred to as the consulting point), the Sub-department of Social Vices Prevention and Combat in collaboration with the Vietnam-International Technology Transfer Center of Hanoi Medical University organized a training course on Motivational Interviewing for 40 officers working at 13 consulting points located in Hoan Kiem, Cau Giay, and Thanh Tri districts. The training course took place in two days from November 10 to 11, 2022 at Hacinco Hotel, Dong Da, Hanoi.

Speaking at the opening ceremony, Mr. Phung Quang Thuc, director of The Sub-department of Social Vices Prevention and Combat in Hanoi, emphasized the mission and important roles of the officers at the consulting points: reach out and encourage PWUD to enroll in and adhere to drug addiction treatment programs in the community; consult PWUD about drug abuse prevention, harm-reduction, addiction treatment, and post-rehabilitation wellness programs; equip knowledge on HIV/AIDS prevention; provide medical services in the local health station for PWUD; support PWUD in developing treatment plans and returnees in re-integrating into the society; refer PWUD to treatment services available in the community. During the course of the training course, trainees gained extensive knowledge of addiction treatment counseling and basic counseling skills to fulfill their roles and achieve the set goals.

According to Decision No. 270/KH-UBND issued on December 1, 2021, by the People’s Committee of Hanoi, each commune, ward, and town will implement at least one consulting point to support PWUD and returnees in the community during the period between 2021 and 2025: to date, there have been 274 counseling points established in the city.
